The Online Representations and Certifications Application (ORCA) was part of the documentation required by the US Government to become registered as a supplier to the US Government. ORCA was developed as an Integrated Acquisition Environment (IAE) e-Government initiative designed to reduce the administrative burden on vendors to submit the same paper-based representations and certifications repeatedly for various solicitations.
ORCA was one of several components required to do business with the government. Other components included the Central Contractor Registration (CCR), Federal Agency Registration (FedReg), and the Excluded Parties List System (EPLS).
All of these systems were migrated into the comprehensive System for Award Management (SAM), which is part of an overall Integrated Acquisition Environment (IAE). IAE was initiated in 2001 to bring together different federal procurement data systems into a unified system, with the intention of reducing duplication and information technology costs, and to help create a more streamlined and integrated federal acquisition process.
